BAS\u2019s partner Marco Real Martins<\/a> authors the chapter \u2018The Centralization of Purchases in the Health Sector in Portugal\u2019 integrated in the collective work \u2018Centralization and Aggregation of Public Purchases. Reflections on a Current Trend of Public Procurement\u2019, published by Almedina.<\/h2>\n

The presentation of the book takes place in the scope of the Public Contracts Law Days that are held on the 16th and 17th of May in the Auditorium of the Faculty of Law of the University of Lisbon.<\/p>\n

Marco Real Martins, Master of Law and Researcher at the Centre for Public Law Research at the Law Faculty of the University of Lisbon, points out that “the most current and relevant issue raised in the article is related to the new regime of Article 256. -A of the Public Procurement Code. The fact that the framework agreements for acquiring entities are compulsory, without any restrictions, may in certain cases lead to objectively unjustifiable solutions. With this mechanism, a system is set up which allows acquiring entities, in certain situations (i.e. demonstrating a saving of at least 10% compared to the price of the framework agreement), to contract ‘aside’ from such framework agreements.<\/p>\n
