Award of public procurement

National award for innovative and sustainable public procurement

APMEP (Portuguese Association of Public Procurement) promotes this award as a way to distinguish good practices in sustainable and innovative public procurement. The deadline for submitting applications is 29 April 2022. Lawyer and partner Marco Real Martins integrates the executive committee of this award to contracting entities already disclosed by IMPIC, the regulatory entity of public markets.

International public policies have given special priority to the pursuit of sustainability and innovation objectives, as is evident in the well-known guidelines established by the 2014 Public Markets Directives, the United Nations Agenda 2030 approved in 2015, the EU Green Deal 2020.

In Portugal, the 2020 RRP and the Portugal 2030 Strategy also assume such goals and Law 30 / 2020 itself aims to facilitate public procurement in line with the new EU requirements. The traditional practice of public procurement in Portugal is still very much marked by the adoption of the award criterion based on the lowest price and by not considering requirements or other criteria associated with innovation and sustainability.
